A Report the OECD Global Forum Trade convened discuss SPECIAL AND DIFFERENTIAL TREATMENT THINKING OUTSIDE THE BOX Bridgetown Barbados June Simon Evenett Rapporteur Executive Summary Approximately persons including policymakers from OECD members and nonmembers officials from international organisations scholars and parties from the private sector and from civil society participated this two day Global Forum Trade devoted Special and Differential Treatment SDT Having been urged think originally about the possible contributions SDT the multilateral trading system and the prospects developing countries particular participants clarified and expanded upon the purposes SDT discussed five ways which SDT could made operational multilateral trade agreements considered how SDT had already been applied number existing trade agreements and settings and drew out implications for the ongoing negotiations the Doha Development Round This report summarises the principal points and policy recommendations made identifying recurring themes and the degree accord over such matters Purpose Organisation and Participation the Forum The purpose this Global Forum was spelt out the three sets opening remarks the beginning the Forum the first which was given Dame Billie Antoinette Miller Deputy Prime Minister Minister Foreign Affairs and Foreign Trade Barbados One purpose the Forum was promote constructive dialogue between member and non member countries the Organisation for Economic operation and Develop
