Cuando la impunidad es regla. Justicia penal y derechos fundamentales en México (2006)

Abstract
In this essay, the author discusses, firstly, some of the reasons that explain the situation of criminal justice in Mexico. Secondly, he examines some aspects of a relevant presidential law initiative proposed by President Vicente Fox in 2004, which sought to reverse that situation. The central argument of the essay is that this situation exists, because there is no legal framework sufficiently able to process social differences and violations to the law, the result being that many people simply decide not to exercise their rights.
