| initial informal donors conference in Sydney in November 2005 and a second one in Canberra in February 2006, to discuss the formation of a collaborative framework among the development partners to address the priorities of infrastructure service delivery in the Pacific region. A record of each meeting is attached as Appendix 2. The development partners agreed to join in a collaborative framework and appointed a Task Force, comprised of a representative of each donor partner, to implement it. The ADB is the Secretariat of the Task Force. A meeting held in Melbourne in December 2004 brought together government, utility, and donor stakeholders to consider priorities for Pacific infrastructure. A broad comparative baseline study specific to the Pacific Island region was underway in conjunction with the joint World Bank/ADB/JBIC study Connecting East Asia: A New Framework for Infrastructure.
